Rialto, CA - Steve Paul Popper, 47, a special education teacher at Bemis Elementary School, has been taken into custody and is facing eight felony charges, including multiple counts of forcible lewd acts involving children under 14.
According to investigators, the case began earlier this month when an internet service provider alerted authorities about Popper’s suspected online activity involving child sexual assault materials. Detectives from the San Bernardino County Sheriff’s Department quickly launched an investigation and took action due to the potential threat to children.
Rialto Teacher Arrested on Felony Child Assault Charges
The allegations have left many parents in the Rialto community outraged and heartbroken.
“We’re mad and we’re concerned, because we’re like what if something happened to our kids because I have multiple kids that go here,” said parent Taufau Lauem of Rialto.
Authorities say at least four children under the age of 14 have been identified as victims. Investigators believe additional victims may come forward as the investigation continues.
District Responds and Acts Immediately
District Attorney Jason Anderson commended investigators for their response, stating that the crimes extended far beyond online offenses and included physical assault.
In a statement to Eyewitness News, the Rialto Unified School District confirmed that Popper was placed on immediate administrative leave after being contacted by law enforcement. His resignation was accepted shortly after.
“The District is deeply disturbed by these serious allegations and will always continue to ensure the safety of students as its main priority,” said district spokesperson Syeda Jafri.
Community Struggles With Broken Trust

“Just the decay of our society. It’s sad, it’s really sad,” said Lena, a Rialto resident who decided to homeschool her son. “Anybody that would hurt children, it just makes me want to cry, honestly, it makes me sick.”
Lena said homeschooling gives her a stronger sense of security. “I know it’s tough to homeschool. There’s a lot of pressure, but it makes me feel like, who would love him more than me?” she said.
Ongoing Investigation
Popper was arrested at his home last Wednesday. Investigators say after initially posting bail, he was re-arrested the following day under a no-bail warrant. He is expected to appear in court for arraignment on November 3 as authorities continue their investigation into possible additional victims.
