Millville, DE - The Delaware Department of Justice has announced the arrest of 35-year-old Dr. Samuel Birer, a radiation oncologist, who now faces 25 felony counts of dealing in child pornography. The arrest followed an extensive investigation led by the Delaware Internet Crimes Against Children (ICAC) Task Force.
CyberTips from Google Spark Investigation
According to authorities, the ICAC Task Force received multiple CyberTips from Google after the company flagged accounts linked to Birer for containing Child Sexual Abuse Material (CSAM). Investigators subsequently obtained and executed search warrants on Birer’s online accounts, uncovering additional illicit material.
Attorney General Kathy Jennings condemned the alleged crimes, calling the evidence “shocking and abhorrent.” She added, “There is absolutely nothing more important than protecting our children—especially when it comes to adults in a position of trust. I am deeply grateful for the ICAC Task Force’s fierce dedication to this mission.”
Employment and Community Reassurance
Birer has been employed with Delmarva Radiation Services since October 2025 and reportedly sees patients at both the Beebe South Coastal Cancer Center in Millville and the Beebe Tunnell Cancer Center in Rehoboth Beach. Authorities emphasize there is currently no evidence connecting Birer’s alleged offenses to his medical practice or to any individuals within the local community.
Beebe Healthcare issued a statement affirming its cooperation with the Delaware DOJ and assuring the public of its commitment to safety. “The safety of our patients, visitors and employees is our highest priority,” the statement read. “While Beebe is not under investigation, we are taking all necessary steps to ensure the safety and well-being of everyone who walks through our doors.”
Dr. Birer Held on $625,000 Bail
Birer was arraigned and committed to Sussex Correctional Institution with bail set at $625,000 cash. The investigation remains active as authorities continue to examine digital evidence recovered from the suspect’s accounts.
Legal Perspective: Protecting Victims and Accountability
When a trusted medical professional is accused of sexual misconduct, families often feel shocked, betrayed, and uncertain about what to do next. Delaware sexual abuse lawyer Aman Sharma discusses how victims and their loved ones can respond legally, the steps involved in reporting such abuse, and how civil claims can help families seek justice and accountability.
Laurence Banville, Esq.: When cases like this arise, even if unrelated to a doctor’s clinical work, they raise understandable fear among patients. What options exist for anyone who believes they have been harmed by a medical provider through abuse or exploitation?
Aman Sharma, Esq.: Victims have the right to pursue both criminal and civil action. Reporting concerns to law enforcement is an important first step, but survivors can also file a civil claim against the individual doctor and, in certain circumstances, the facility if negligence or lack of oversight played a role. Civil cases can help victims recover financial damages and begin the process of healing.
Banville: And for patients who may be uncertain whether misconduct occurred, what should they do?
Sharma: It’s best to contact an attorney experienced in abuse cases as soon as possible. A lawyer can confidentially review the facts, explain rights under Delaware law, and help survivors decide how to proceed while prioritizing their safety and privacy.
