Lancaster, PA - A Manheim Township High School teacher has been arrested after investigators say he stored child pornography on his phone and sent nude photos of himself to someone he believed was a 14-year-old girl, according to the Lancaster County District Attorney’s Office.
Teacher Identified as David Burkhart
David Burkhart, 45, taught business education at Manheim Township High School. Authorities charged him with three counts of sexual abuse of children, one count of unlawful contact with a minor, and two counts of criminal use of a communication facility.
Investigators said undercover officers in Camden County, New Jersey, first made contact with Burkhart online in May 2025. During their conversations, Burkhart allegedly claimed to be a female basketball coach and an assistant with the baseball team.
Alleged Online Conversations and Evidence
According to police, a task force supervisor later engaged Burkhart in another online conversation, during which he sent pictures of himself sitting at his desk wearing a Township High School polo shirt.
Investigators said Burkhart repeatedly asked sexually explicit questions, including those about bra sizes, and requested photos of what he thought was a 14-year-old girl in a bikini. Police also claim he made comments about female students in his class, describing their appearance in sexual terms.
When authorities executed a search warrant at the school in September, they seized Burkhart’s phone and discovered dozens of images and videos of nude juveniles involved in indecent acts. One image was allegedly generated using artificial intelligence.
District Response and Safety Assurance
Burkhart resigned from his position following the investigation. He is currently free on $25,000 unsecured bail and prohibited from using social media or contacting minors.
In a statement, the Manheim Township School District confirmed its cooperation with law enforcement and said the search warrant was carried out outside school hours to prevent classroom disruption.
The district noted, “We do not have reason to believe that our students were part of this investigation. The safety and well-being of our students is always our highest priority.”
Legal Actions for Students Abused by Teachers
When allegations of sexual abuse surface involving educators, victims and families are often left unsure of their rights and next steps. Pennsylvania sexual abuse lawyer Max Morgan shares what legal options are available for students harmed by teachers or school employees. Morgan explained how victims can seek accountability through both criminal proceedings and civil lawsuits, emphasizing the importance of timely legal action and institutional responsibility.
Laurence Banville, Esq.: When a teacher faces allegations like these, what options do students or affected families have under Pennsylvania law?
Max Morgan, Esq.: Victims of sexual abuse by educators may have both criminal and civil remedies. While the state handles the prosecution, victims can file civil lawsuits for damages. These cases can target not only the perpetrator but also institutions that may have failed to act on warning signs or properly supervise staff.
Banville: Do cases like this affect how schools handle staff investigations?
Morgan: Absolutely. Schools often reassess their reporting protocols, background checks, and staff monitoring to minimize risk. Legal accountability can drive much-needed change in how institutions protect students.
