Delbarton, WV - A former Mingo Central High School teacher is facing serious legal trouble after being accused of inappropriate behavior with a student.

Court documents show that Kevin Scott Baisden, of Delbarton, West Virginia, has been indicted by a Mingo County grand jury on two counts of sexual contact against students by a school employee and one count of soliciting a minor.

Allegations Stem from Late 2024 Reports

The case began when school officials reported concerns in December 2024, after learning of alleged inappropriate messages between Baisden and one of his students. Law enforcement launched an investigation that ultimately led to his arrest in April 2025.

Details from the Criminal Complaint

According to the complaint, the underage student told investigators that Baisden had used a guitar to smack her on the backside and had grabbed or pulled her hair on several occasions. She also described instances where the two would “play fight,” during which Baisden allegedly grabbed her wrists.

Troopers said they reviewed hundreds of text messages exchanged between Baisden and the student, noting that the tone and content of the messages made it clear the two shared what investigators called a “romantic relationship.” Some messages reportedly referenced the girl’s virginity and the idea of the two being “spiritually connected.”

Timeline of Alleged Incidents

Court records state the alleged incidents occurred between November and December 2024, during Baisden’s employment at Mingo Central High School.

When accusations of sexual abuse or grooming involve a teacher, families are often left uncertain about where to turn next. In a recent conversation, we spoke with West Virginia sexual abuse lawyer Jesse Forbes about how victims and their families can respond legally. Forbes explained the available options under state law, the importance of preserving evidence, and how civil action can help families seek accountability in addition to any criminal proceedings.

Laurence Banville, Esq. (LB): Many people reading about this case may wonder what options exist for students who’ve been manipulated or groomed by a teacher. From a legal standpoint, where can victims begin?

Jesse Forbes, Esq. (JF): In West Virginia, victims or their families can start by filing a report with law enforcement, but they also have the right to pursue a civil claim against the perpetrator and, in some cases, the school district. These claims can help survivors recover damages for emotional distress, therapy costs, or other related losses.

LB: How do grooming cases differ from other types of sexual abuse cases in the court system?

JF: Grooming often happens gradually and may involve manipulation that clouds a student’s understanding of what’s happening. Courts recognize this pattern, and experienced attorneys can present evidence—like digital communication or witness testimony—that shows how an authority figure abused their position of trust.

LB: What would you say to those who suspect grooming but aren’t sure how to act?

JF: They should document any concerning behavior, save messages or evidence, and seek legal advice as soon as possible. Acting early helps preserve evidence that could be vital if charges are filed or a civil case is opened.
