Roger Scalice, Former Chico Pastor, Arrested on Continuous Child Abuse Charges

Chico, CA - Chico Police Department detectives arrested 75-year-old former pastor Roger Scalice at his home on October 27 following a month-long investigation into allegations of child abuse. Authorities received a report earlier in October claiming Scalice had inappropriately touched a minor child he had contact with for more than a year.

Continuous Sexual Abuse Charges Filed

According to Butte County District Attorney Mike Ramsey, Scalice was charged with continuous sexual abuse of a child due to the extended pattern of conduct. Ramsey explained that the charges reflect both the duration and the severity of the alleged offenses, which could carry a sentence of up to 16 years in state prison.

Mental Evaluation Ordered Before Sentencing

Before sentencing, the court ordered a psychological assessment to determine Scalice’s potential risk of reoffending and to evaluate whether he poses a danger if released. The evaluation will be conducted by a court-appointed doctor in preparation for the next hearing.

Court to Review Findings in January

Scalice’s next court appearance is scheduled for January 8, 2026, when the court will review the results of the mental evaluation before issuing a final ruling.

Survivors of sexual abuse by clergy members often struggle to understand their rights and where to turn for help. California sexual abuse lawyer Jason Amala about the legal avenues available to victims of pastor-related abuse. Amala discusses how survivors can take legal action, the impact of California’s extended statute of limitations, and what accountability looks like for both offenders and the institutions that enable misconduct.

Laurence Banville, Esq.: Cases like this are devastating for communities. What legal options do survivors of clergy abuse in California have if they decide to come forward?

Jason Amala, Esq.: Survivors have the right to file both criminal and civil actions. The criminal process, like in Scalice’s case, is handled by prosecutors. But separately, survivors can pursue civil lawsuits against the individual offender and possibly the church or organization that failed to protect them. These cases can seek compensation for damages and hold institutions accountable for negligence.

Banville: Some survivors may worry that too much time has passed. Are there still paths forward under California law?

Amala: Yes. California extended the statute of limitations for child sexual abuse, allowing many survivors to file lawsuits even years later. An attorney experienced in abuse law can help review the timeline and advise whether a claim is still possible.

Banville: It’s important for survivors to know they still have options.
