Coarsegold, CA - A small Central California community is reeling after an Assemblies of God pastor was arrested for the alleged sexual assault of a 15-year-old girl.

Pastor Accused of Prolonged Sexual Abuse

Joshua Kemper, the lead pastor at Foothill Church in Coarsegold, faces 14 felony charges connected to an ongoing sexual relationship with the teenage victim between March and July of this year, according to the Madera County Sheriff’s Office.

CA Pastor's Arrest and Nature of the Sexual Abuse Charges

Deputies arrested the 47-year-old pastor at his home on October 27, following an investigation that uncovered evidence of multiple offenses. The charges include sending harmful material to a minor with the intent to seduce, contacting a minor for lewd acts, and attending a prearranged meeting with the intent to engage in sexual behavior. Additional charges involve unlawful sexual intercourse with a minor, sexual penetration with a foreign object, possession of child sexual abuse material, and several counts of oral copulation with a victim under 16.

Misuse of Authority in the Faith Community

Authorities allege that Kemper exploited his position as a trusted pastor to manipulate and assault the girl. Court documents indicate that the offenses took place at Foothill Church, in the victim’s home, and inside Kemper’s vehicle.

Ongoing Investigation

The Madera County Sheriff’s Office continues to investigate the case, urging anyone with additional information to come forward. Officials have not ruled out the possibility that other victims may exist, given the severity and duration of the alleged conduct.

Holding Religious Offenders Accountable

In communities across California, recent arrests involving clergy members have raised questions about what legal remedies are available to victims and their families. To address these concerns, we sat down with experienced sexual abuse lawyer Jason Amala to discuss how the law supports those harmed by pastors or other religious figures and the steps families can take to seek accountability.

Laurence Banville, Esq.: For families learning about these cases, what steps can they take to protect their loved ones and their rights?

Jason Amala, Esq.: The first step is to contact law enforcement immediately, as reporting helps prevent further harm. Families should also reach out to an attorney experienced in abuse cases to explore civil actions against both the individual offender and the institution that enabled the conduct.

Banville: Are there specific legal protections for minors and their families in these circumstances?

Amala: Yes, California law gives survivors additional time to file lawsuits through extended statutes of limitations. This provides victims and families the opportunity to hold abusers and organizations accountable, even years after the abuse occurred.

Banville: What message would you give to families who feel uncertain about taking action?

Amala: It’s understandable to hesitate, but seeking help is an important part of protecting others and ensuring accountability. No one should face these situations alone—legal and emotional support is available.
