Dover, DE – Authorities in Delaware have arrested a former swim instructor accused of abusing multiple children during his years of teaching at area YMCA facilities. Thomas Kennedy, 56, of Dover, was taken into custody last month on several counts related to child abuse.

Police Identify Multiple Victims

Investigators say there are at least four known victims connected to the case. Detectives are continuing to gather statements and review records from Kennedy’s time as an instructor. Officials believe there may be additional victims who have not yet stepped forward.

Two Decades of Teaching at YMCA Facilities

Kennedy worked as a swim instructor from 1997 through 2020 at several YMCA locations across Delaware. Authorities stated that his long tenure gave him access to hundreds of children over the years, raising concern about further incidents that may have gone unreported.

Appeal for Information from the Public

Delaware State Police are urging anyone with information about Kennedy or potential abuse to contact investigators. They emphasized the importance of assisting in the ongoing effort to identify all those affected.

Families affected by child abuse often face confusion and fear when considering their next steps. To help explain the available legal avenues, we sat down with Delaware sexual abuse lawyer Aman Sharma, who shared how victims and their families can hold both individuals and institutions accountable while protecting their rights under state law.

Laurence Banville, Esq.: In cases like this, many families are unsure where to begin. What legal paths are available for those whose children were harmed by trusted instructors?

Aman Sharma, Esq.: Families can pursue civil claims against both the individual offender and any institution that may have failed to protect children under their care. If an organization ignored warnings or lacked proper safeguards, it could be held liable for negligence.

Banville: How soon should families consider taking legal action?

Sharma: It’s important to speak with an attorney as early as possible. Delaware law does offer extended timeframes for survivors of abuse, but acting promptly can help preserve evidence and witness statements.

Banville: Can legal action also help prevent future abuse?

Sharma: Absolutely. Holding individuals and institutions accountable often leads to stronger safety measures, better training, and more oversight—helping protect other children from experiencing the same harm.
