El Paso, TX – A nurse practitioner in El Paso has surrendered his license following allegations that he engaged in sexually inappropriate conduct with his patients.
El Paso Nurse Practitioner Accused of Sexual Misconduct That Spans Four-Year Period
Documents from the Texas Board of Nursing identify Victor Lee Ilog as the practitioner accused of forming sexual relationships with two patients and violating professional boundaries with a third. The alleged misconduct occurred between 2021 and 2025.
Suspension and License Surrender Following Accusations of Sexual Assault Patient
The Board issued an order suspending Ilog’s license, which he formally surrendered on September 24. Records show that during his time at Atlantis Behavioral Health Services from September 2021 to May 2025, he was accused of exploiting a bipolar manic episode in a patient. The documents describe incidents where Ilog allegedly centered treatment sessions on the patient’s sexual behavior and later engaged in a relationship that continued beyond clinical settings.
Separate Incidents at Grow Therapy
Between July 2024 and April 2025, while employed at Grow Therapy, Ilog allegedly entered into another inappropriate relationship with a patient under his care.
Additional Allegations of Drug Encouragement
A third allegation claims that from 2024 through April 16, 2025, Ilog encouraged a patient to use Ecstasy for sexual purposes and showed a nude photo of himself. Ilog denied misconduct in this case, stating the conversations were limited to discussions of marital intimacy and relationship issues.
One-Year Reinstatement Option
The Texas Board of Nursing documents note that Ilog may apply for reinstatement of his license after one year has elapsed.
Statement from Atlantis Behavioral Health Services
Atlantis Behavioral Health Services released a statement regarding the case:
“ABHS is aware of the situation involving a former contractor whose actions were addressed and resolved by the nursing board. The individual is no longer contracted with ABHS as of May 2025. Legal Recourse for Victims of Nurse Misconduct
When trust between a healthcare provider and patient is broken through acts of abuse, victims and their families often face confusion and pain about what can be done next. Houston-based lawyer Anjali Nigam has extensive experience representing victims of professional misconduct. To help clarify the options available under Texas law, Nigam explains how survivors can take legal action, hold medical institutions accountable, and begin the process of recovery through both civil and regulatory channels.
Laurence Banville, Esq.: Attorney Nigam, when a medical professional crosses professional boundaries like this, what recourse do victims and their families have under Texas law?
Anjali Nigam, Esq.: In Texas, victims of sexual misconduct by a healthcare provider can take both civil and administrative legal action. Civil lawsuits can seek compensation for emotional trauma, therapy costs, and other damages caused by the abuse. Families may also report the conduct to professional boards and law enforcement to ensure accountability and prevent future harm.
Banville: Many victims fear coming forward. What steps can make that process safer for them?
Nigam: Having experienced legal representation helps manage those fears. Attorneys can guide victims through confidential consultations, file complaints discreetly, and coordinate with advocacy organizations to ensure emotional support alongside legal protections.
Banville: Are healthcare institutions ever held responsible in these cases?
Nigam: Yes. If the facility failed to supervise properly or ignored warning signs, it could be held liable for negligence. The law places a clear duty on institutions to protect patients and maintain a safe treatment environment.
