Chicago, IL – A Chicago high school security guard faces serious accusations after authorities say she sexually assaulted two teenage girls over the course of several years. Heather L. Pancer, 48, of Hammond, Indiana, was charged with two felony counts of criminal sexual assault after turning herself in earlier this month.

High School Security Guard Accused of Years-Long Abuse

According to court records, investigators allege that Pancer assaulted the girls between 2018 and 2021 while working in what police described as a “position of trust and authority.” The disturbing details came to light during a Chicago Police Department lock-in at the Chicago Children’s Advocacy Center on the Near West Side.

Sex Abuse Victims’ Accounts Lead to Charges

The first victim told investigators that from December 2018 through May 2020, Pancer engaged in multiple acts of assault involving penetration with her fingers, mouth, and an object. The girl was between 15 and 17 years old during that time, while Pancer was in her early forties.

The second victim came forward with similar allegations, stating that the abuse occurred between February 2019 and February 2021 when she was 16 to 17 years old. After a warrant was issued, Pancer surrendered to authorities and was taken into custody.

She remains jailed pending her next court hearing, scheduled for November 5.

Chicago Public Schools Responds to Allegations of Sexual Abuse

Chicago Public Schools confirmed that one of its employees had been arrested. In an official statement, the district emphasized its continuing efforts to maintain safety and ethical standards within all schools.

“CPS remains committed to maintaining safe, ethical, and supportive learning environments for every student and staff member,” the statement read. The district also noted that it regularly evaluates its safeguards, ethics training, and reporting procedures to prevent any form of abuse and ensure accountability.

The district declined to discuss specific personnel matters but reaffirmed that employees found to have violated Board policy face disciplinary action, including termination.

When allegations surface that a school employee exploited their position to harm students, families are often left searching for answers and legal guidance. Our team spoke with Illinois sexual abuse lawyer Erv Nevitt about what protections exist for victims and how families can take legal action when a school security guard or staff member is accused of misconduct.

Laurence Banville, Esq.: From your experience handling school-related abuse cases, what legal steps can families take when a staff member is accused of harming a student?

Erv Nevitt, Esq.: Families can file both criminal complaints and civil lawsuits. The criminal case focuses on holding the offender accountable, while a civil claim seeks compensation for the victim’s trauma and any lasting harm. It’s often possible to pursue both paths at the same time.

Banville: How does the school district’s role factor into these cases?

Nevitt: If the school knew or should have known about inappropriate conduct but failed to act, it can be held liable. Many cases look closely at whether the district had proper reporting procedures and background checks in place.

Banville: What would you say to parents wondering how to move forward?

Nevitt: They should contact an attorney familiar with Illinois abuse law as soon as possible. Legal guidance can help preserve evidence and protect their child’s privacy throughout the process.
