Manager at Delaware County Pizza Shop Charged With Serial Rape, Child Exploitation

A manager at Pat’s Pizza in Brookhaven, Delaware County, has been charged with dozens of counts of rape and child abuse after officials say he sexually abused several teenage girls employed at the restaurant. Authorities identified the suspect as Justin Pate, 32, and said they currently know of at least three victims, aged 15, 16, and 17.

Prosecutors Detail Pattern of Abuse by Manager

Delaware County District Attorney Jack Stollsteimer addressed the public, describing the charges as a pattern of calculated abuse by an individual in a position of authority. “This is a very disturbing case of someone who is a serial child abuser,” Stollsteimer said. He reiterated that Pate will face accountability in county courts for the numerous alleged offenses.

The charging documents reveal graphic allegations, including rape and exploitation. In one case, prosecutors state Pate brought a 15-year-old victim to his home, consumed alcohol, and raped her. Another victim was allegedly given alcohol in exchange for pornographic images. In the third known case, officials say Pate attempted to build a long-term relationship with a teenage employee before her parents intervened and reported the situation to police.

Call for Additional Victims to Come Forward

Authorities believe there may be more victims and are urging anyone with information or who may have been harmed to contact investigators. Stollsteimer commended the courage of the young women and their families who have come forward and encouraged others to do the same.

Pizza Manager’s Arrest and Court Proceedings

Pate was arrested last week and is currently held without bail in the county jail. His bail request was denied. A preliminary hearing in the case is set for August 7. Prosecutors emphasized their commitment to seeing justice served for all victims.

Introduction: Sexual abuse by managers at work leaves lasting damage on survivors, but they have powerful legal avenues to hold perpetrators and employers accountable. In this interview, experienced sexual abuse lawyer Guy D’Andrea explains the key legal rights and recourse available to those victimized by workplace abuse, outlining how civil lawsuits and criminal charges can help survivors seek compensation, justice, and safety.

Laurence Banville, Esq.: When a young employee experiences sexual abuse by their supervisor or manager, what are their immediate legal options?

Guy D’Andrea, Esq.: In Pennsylvania, survivors can press criminal charges by reporting the abuse to law enforcement. This is an important first step to ensure the abuser is investigated and, if appropriate, prosecuted. In addition, they have the right to pursue a civil lawsuit against both the perpetrator and, in some circumstances, the employer—especially if the company failed to protect its workers or ignored warning signs.

Banville: What can a civil case accomplish for survivors that a criminal case cannot?

D’Andrea: A civil lawsuit allows survivors to seek financial compensation for things like emotional trauma, medical costs, and lost wages. It also provides a chance for the victim’s story to be heard in a different forum, and sometimes results in policy changes to help protect future employees.

Banville: If the employer is found liable for not preventing the abuse, what might that look like?

D’Andrea: If evidence shows the employer knew or should have known about the risk and failed to act, they can be held responsible. This could mean damages awarded to the victim or changes to their practices, such as better training or stricter hiring protocols.

Banville: For those hesitant to come forward, what advice do you offer?

D’Andrea: Survivors should know that these cases can be filed confidentially, and attorneys will do everything possible to protect their privacy. It’s also important to reach out for support, whether through law enforcement, a trusted attorney, or advocacy groups. You are not alone, and there are legal pathways to seek justice and healing.
