Celina, TX - A former Celina ISD teacher and coach already facing felony charges connected to child pornography has been arrested again as investigators uncover new evidence and families prepare civil suits against the district.

Former Celina ISD Teacher Arrested Again as Case Expands

William Caleb Elliott, 26, surrendered to authorities at the Collin County Jail on November 6 on a charge of sexual performance of a child, a second-degree felony, according to Celina police. Elliott previously worked as a sixth-grade history teacher and eighth-grade football coach at Moore Middle School.

This latest arrest marks the third for Elliott since early October. He was first taken into custody on October 3 on a state-jail-felony charge of invasive visual recording, followed by an October 9 arrest on allegations involving possession or promotion of child pornography. Police say the newest charge resulted from additional witness statements and recently discovered digital evidence.

School District Response and Staff on Leave

Elliott resigned his position and surrendered his teaching license prior to a school board meeting held on October 16. His father, Celina ISD Athletic Director and head football coach Bill Elliott, and Moore Middle School principal Allison Ginn remain on non-disciplinary paid leave as the district continues an internal review.

During the same board meeting, Bill Elliott addressed the community directly, expressing remorse and acknowledging the pain caused by the allegations. “Justice will be served,” he stated. “We will do all we can to protect our kids.” He added that his family was standing alongside other parents as they navigated the unfolding case.

Two families of players from Caleb Elliott’s teams were among the first to report concerns to authorities after discovering evidence that their sons had allegedly been filmed in locker rooms. Sources confirm that at least two of those families are now preparing civil lawsuits targeting the school district for alleged negligence and failure to supervise.

Ongoing Police Investigation

Celina police have not released further information, emphasizing that the investigation remains active. Officials continue to request that anyone with relevant knowledge contact their department at 972-382-2121. Superintendent Dr. Tom Maglisceau confirmed that Celina ISD has hired external legal counsel to oversee an independent investigation, underscoring the district’s intent to maintain transparency.

Bill Elliott has been restricted from attending district events, including the high school’s senior night, under school policy prohibiting participation by employees on leave.

As criminal investigations continue against educators accused of sexual misconduct, many families are left uncertain about their next steps. In an interview, Texas sexual abuse lawyer Anjali Nigam explains the legal options available to victims and their families, the role of school districts in preventing abuse, and how civil action can help promote accountability and systemic change.

Laurence Banville, Esq.: When families discover that their children may have been harmed by a teacher, what immediate steps should they consider?

Anjali Nigam, Esq.: The first step is always reporting the abuse to law enforcement. After that, families should contact a qualified attorney who can guide them through both the criminal and civil processes. Civil claims may be filed against the individual offender and, in some cases, the school district if there’s evidence of negligence in supervision or reporting.

Banville: Are there challenges unique to cases involving school employees?

Nigam: Absolutely. School systems have complex policies, and claims often involve governmental immunity. However, if the district failed to follow proper reporting procedures or ignored warning signs, victims and families can still pursue accountability through civil litigation.

Banville: What motivates families to move forward legally?

Nigam: Many parents want to ensure that systems change so similar harm never happens again. Compensation can help address therapy, recovery, and long-term care, but the drive is often about protecting other children from future abuse.
