Baltimore, MD – William “Bill” Mannion, a former priest of the Archdiocese of Baltimore, was arrested on March 24 by Baltimore County Police and charged with second-degree child abuse and multiple sex offenses. The charges stem from allegations of sexual abuse that occurred during the early 1990s.

Background of the Allegations Against Catholic Priest

According to a news release from the Baltimore County Police Department, its Crimes Against Children Unit began investigating Mannion in October 2023 after receiving reports of past abuse. The survivor provided detailed accounts of incidents that reportedly took place between 1991 and 1994 at a location corresponding to St. Agnes school and church on St. Agnes Lane. Mannion, now 62, served as a priest during that period.

Response from the Archdiocese of Baltimore

Christian Kendzierski, executive director of communications for the Archdiocese of Baltimore, confirmed that Mannion left the priesthood in the late 1990s and was formally laicized by the Vatican in 2004 for reasons unrelated to abuse. Following his departure from the clergy, Mannion married and started a family. The Archdiocese expressed sorrow over the allegations, emphasizing its commitment to cooperating with law enforcement and supporting survivors of abuse.

Call to Action for Potential Victims of Priest Sexual Abuse

Baltimore County detectives believe there may be additional victims and are urging them to come forward. Individuals with information can contact the Crimes Against Children Unit or Child Protective Services through the provided hotlines. The Archdiocese’s Victim Assistance program is also available for support.

Exploring Legal Paths for Survivors of Clergy Abuse

We recently sat down with Aaron Blank, a seasoned Maryland priest abuse attorney, to discuss the legal avenues available for survivors of sexual abuse by Catholic priests. The conversation highlights the importance of understanding both criminal and civil options, as well as the resources survivors can access to seek accountability and healing.

Laurence Banville: Aaron, thank you for joining me today. With the recent arrest of William Mannion, many survivors of clergy abuse may be wondering what legal options are available to them. Can you share your perspective on this?

Aaron Blank, Esq.: Absolutely, Laurence. Survivors of clergy abuse have the right to seek justice through both criminal and civil avenues. While the criminal charges against Mannion are being handled by law enforcement, survivors can also file civil lawsuits to pursue compensation for the harm they’ve endured. This includes damages for emotional trauma, medical expenses, and other impacts of the abuse.

Banville: What challenges do survivors often face when coming forward with their cases?

Blank: Many survivors struggle with fear, shame, and uncertainty about the legal process. It’s common for them to feel overwhelmed by the thought of confronting their abuser or reliving painful memories in court. That’s why having a compassionate and experienced legal advocate is so important. We work to ensure survivors feel supported and empowered throughout the process.

Banville: Maryland recently made changes to its statute of limitations for sexual abuse cases. How does this affect survivors?

Blank: The changes have been significant. Maryland has extended the time frame in which survivors can file lawsuits, allowing individuals who were previously barred by time limits to come forward now. This opens the door for many survivors to finally seek accountability and compensation, even if the abuse occurred decades ago.

Banville: For those who may be hesitant or unsure about taking legal action, what advice would you offer?

Blank: I would encourage them to reach out for a confidential consultation with an experienced attorney. This allows them to explore their options without any pressure or commitment. Survivors deserve justice, and understanding their rights is the first step toward healing and holding those responsible accountable.

Banville: Thank you, Aaron, for providing such valuable information today. Survivors in Maryland now have more resources than ever to pursue justice and begin their journey toward recovery.
