Chehalis, WA – A Washington state youth detention worker was arrested this week for an “inappropriate relationship” with a former resident, according to the Department of Children, Youth and Families (DCYF). The incident occurred at Green Hill, a DCYF facility for older teens and young adults in Chehalis.

Youth Detention Worker Terminated for Multiple Offenses

Investigators discovered the employee had been passing contraband to the resident during their time at Green Hill. DCYF confirmed that the worker was fired last week following these findings.

Ongoing Investigation Into Inappropriate Relationship with Resident

Local police and Child Protective Services are involved in the investigation. The arrest took place on the Green Hill campus when the former employee was asked to return as part of the inquiry.

Previous Incidents at Green Hill Raise Awareness

This arrest is the latest in a series of issues plaguing Green Hill. Earlier this year, a security guard was arrested for allegedly facilitating an attack on a teenage resident. An investigation into Michelle Goodman began in early 2024 after reports of her allowing an attack on a teen and laughing with the involved inmates afterward.

DCYF Under Pressure For Issues With Overcrowding at Juvenile Facilities

The arrest comes amid increasing challenges for DCYF and Green Hill. The department recently halted the acceptance of convicted offenders into its juvenile facilities due to overcrowding concerns.

Last week, a judge approved a preliminary injunction requiring DCYF to return 43 inmates they had attempted to relocate to alleviate overcrowding at Green Hill. The judge indicated that the state may have violated a legal settlement agreement regarding inmate transfers to adult facilities.

Exploring Legal Options for Victims of Abuse in Juvenile Detention Facilities

In the wake of the recent arrest of a Washington youth detention employee for an inappropriate relationship with a former resident, our team sat down with experienced sexual abuse lawyer, Mike Pfau, to discuss the legal rights and avenues available for victims seeking justice and accountability. Pfau provided valuable insights into the types of claims victims may have, the potential for criminal charges, and the importance of seeking legal counsel and support services to navigate the complex process.

Laurence Banville, Esq.: Mike, thank you for joining us today. As an attorney experienced in sexual abuse cases, what can you tell us about the legal options available for victims who have experienced abuse in juvenile detention facilities like Green Hill?

Mike Pfau, Esq.: Well, Laurence, this is a very serious situation, and unfortunately, we’ve seen far too many cases of abuse and misconduct in these types of facilities. Victims have the right to seek justice and compensation through civil lawsuits against the perpetrators as well as the organizations that failed to protect them.

Banville: Can you elaborate on the types of claims victims may have in a case like this?

Pfau: Absolutely. Victims may be able to pursue claims for sexual assault, battery, intentional infliction of emotional distress, and negligence against the employee who engaged in the inappropriate relationship. They can also potentially hold the DCYF and the juvenile facility accountable for negligent hiring, supervision, and training of staff, as well as for failing to properly protect the residents in their care.

Banville: This is a troubling situation, and it’s clear that victims have important legal rights and avenues for accountability. What advice would you give to anyone who has experienced abuse in a juvenile detention facility?

Pfau: My advice would be to speak with an experienced sexual abuse attorney as soon as possible. They can help you understand your rights, guide you through the legal process, and work to ensure that you receive the justice and compensation you deserve. It’s also crucial to seek out counseling and other support services to help with the emotional and psychological trauma.

Banville: Thank you, Mike, for providing this valuable insight. It’s clear that this latest incident at Green Hill raises serious concerns, and victims must be empowered to hold the responsible parties accountable.
