Berks County, PA—Jeffrey Joseph Leoni, age 54, of Sinking Spring, is facing numerous criminal charges following an investigation conducted by the Berks County District Attorney’s Office. Leoni, a licensed psychologist who offered mental health services out of his Wyomissing office and publicly claimed expertise in PTSD treatment, is now accused of sexual abuse of children, indecent assault, child pornography, and related offenses.
Victim Reports Inappropriate Behavior During Therapy Sessions
According to authorities, the DA’s Detectives Unit interviewed a 37-year-old woman on June 3, 2025. The woman reported that she sought therapy with Leoni in March of this year. Investigators detail that Leoni sent messages to the victim in which he offered so-called “traumatic massages,” describing them as treatments that would take place in her home and involve her undressing to her “comfort level.” In May 2025, Leoni visited the victim’s residence to conduct the massage and, according to police, proceeded to touch her inappropriately throughout the session.
The victim also told investigators that she observed Leoni positioning his phone toward her during their sessions, raising concerns that he might have been photographing or recording her without consent.
Digital Evidence Uncovered During Investigation
In June 2025, detectives executed a search warrant on Leoni and confiscated his cell phone. A forensic analysis of the device uncovered multiple images of the victim, as well as other women, depicted in various stages of undress. Authorities also identified the use of mobile applications powered by artificial intelligence to generate nude images.
Further examination resulted in the discovery of images of a juvenile female, later identified as a 12-year-old. Investigators determined that photos of this child, including illicit AI-generated images in the same poses, were produced around June 2025.
Local Psychologist Jeffrey Joseph Leoni Facing Indecent Assault and Child Sexual Abuse Charges
Criminal charges were filed against Leoni on July 29, 2025. Arrest warrants were signed by Magisterial District Judges Thomas Gauby and Eric Taylor. Leoni surrendered to authorities accompanied by his lawyer on July 30 and was processed at the Berks County Sheriff’s Central Processing Center, where he remains in custody awaiting arraignment.
The charges lodged against Leoni include Sexual Abuse of Children, Child Pornography, Criminal Use of a Communication Facility, and Indecent Assault. As with any criminal matter, an arrest or a filed complaint represents an accusation, and the individuals charged are presumed innocent unless and until they are found guilty in court.

Understanding Legal Options for Victims of Psychologist Abuse
When a trusted psychologist betrays the sacred duty of care through abuse, victims often face confusion and uncertainty about their next steps. To clarify the legal choices available, our team sits down with experienced Pennsylvania sexual abuse lawyer Guy D’Andrea. They discuss how survivors can hold abusers accountable, pursue compensation, and find support on the path to recovery.
Laurence Banville, Esq.: When a patient alleges sexual assault by a psychologist in Pennsylvania, what civil legal options do they have?
Guy D’Andrea, Esq.: Survivors can pursue civil lawsuits against the psychologist and, in some cases, the medical practice or institution that employed them. This allows victims to seek financial compensation for emotional distress, medical costs, therapy expenses, and other damages resulting from the abuse. Civil cases can also result in holding not just the individual provider accountable, but also any institution that failed to protect patients or enforce reporting requirements.
Banville: How challenging is it to bring a civil case in these situations?
D’Andrea: Pennsylvania law recognizes the power imbalance in therapist-patient relationships. The law gives survivors extensive rights, and the courts understand that patients may need time before they’re able to come forward. That’s why the statute of limitations for civil claims involving sexual assault by a healthcare provider may be longer than for other types of cases. Detailed documentation, expert testimony, and experienced legal representation are key to building a strong case.
Banville: What support can attorneys offer clients in these cases?
D’Andrea: Beyond legal representation, attorneys connect survivors with therapists, support groups, and community resources. Our job is to provide a sense of safety, guide clients through every legal and procedural step, and advocate for the justice and closure they deserve. Building trust is the foundation of any successful case, especially when the trauma results from a breach of professional trust.
