Centralia, WA – The State of Washington has agreed to a $15 million settlement with three sisters who endured years of sexual abuse at a foster home in Centralia. The abuse, which reportedly spanned from 1990 to 2000, began when the sisters were just four, five, and six years old, continuing until they reached their teenage years. Described by their attorneys as a “compound” with a “cult-like” environment, the foster home housed up to 12 children at times.

Allegations of State Negligence Lead to Years of Sexual Abuse

The lawsuit claims that the state failed to conduct any safety inspections from 1992 to 1995 and had minimal interaction with the family prior to that period. The foster parents’ two teenage sons are accused of perpetrating the abuse. Additionally, the sisters faced severe physical and emotional abuse from the foster parents, disguised as “corporal punishment.”

Victims of Foster Care Sexual Abuse Speak Out

Jennifer, one of the plaintiffs, expressed relief that their story was finally acknowledged. “We’re grateful that our truth was told, because so many people did not believe for so long, and now it is known,” she said in an interview.

Rachel, another plaintiff, recounted the manipulation and threats they faced. “A lot of the abusers would use our past lives against us, even though I was only 18 months when I was removed from my parents. It was always thrown in our face.”

Legal Criticism of State Oversight Included in Lawsuit

The lawsuit, filed in February 2022, highlighted the state’s negligence in monitoring the foster home. Attorney Vincent Nappo criticized the state’s failure to provide adequate resources and support to social workers, which led to the lack of safety visits. “There is no good excuse for a social worker to fail to do a single health and safety visit with a foster child for years and years,” Nappo stated.

In 1995, despite concerns from mental health providers, the state endorsed the foster parents’ adoption petition, assuring the court that the home was safe. Mallory Allen, another attorney with PCVA Law, accused the state of neglecting the children’s safety and well-being. “The State abandoned these children and did virtually nothing to monitor their safety and well-being,” Allen said.

$15 Million Settlement and Future Implications

The settlement allows the sisters to avoid a lengthy jury trial, which was scheduled to begin on July 22. The Washington Attorney General’s Office deferred comments to the Department of Children, Youth, and Families (DCYF), which declined to comment.
