Arrest of Former School Aide and Pastor in Horry County on Sexual Assault Charge

The Conway Police Department took Carroll into custody Saturday after an investigation into a report filed on May 29. According to the arrest warrant, Carroll is accused of touching a 13-year-old student in the private parts “with the intent of arousal” while employed as an in-school suspension aide.

Carroll’s Employment and Church Connections

Horry County Schools confirmed that Carroll worked at Conway Middle School and had submitted his resignation in January, which was set to take effect June 7. In addition to his role at the school, Carroll was listed as the pastor of Happy Home Baptist Church in Columbus County, North Carolina. As of Wednesday, the church’s website no longer displays information beyond its location.

Carroll’s ties to the faith community extend into Horry County, where he was ordained at a Conway church in 2023 and previously spent time with a church in Loris in 2022.

Ongoing Investigation Following Sexual Assault of Teen

The case remains under investigation, and authorities have not released further details regarding the circumstances of the alleged assault or any additional potential charges. Horry County Schools and local churches are cooperating with law enforcement as the legal process continues.

South Carolina Attorney Explains Rights After Child Sexual Abuse

When allegations of sexual abuse surface involving trusted community figures such as pastors, survivors and their families often face overwhelming uncertainty about where to turn. In this interview, James Moore, a seasoned South Carolina sexual abuse lawyer, discusses the legal steps available to those harmed by clergy misconduct. Moore outlines the protections offered by state law and the resources that can help victims navigate both criminal and civil proceedings.

Laurence Banville, Esq.: Mr. Moore, when a minor reports sexual abuse by someone in a position of trust, such as a teacher aide or pastor, what immediate steps can families take?

James Moore, Esq.: The first step is always to ensure the child’s safety and report the incident to law enforcement. After that, families should consider seeking legal counsel. An attorney can help guide them through both the criminal investigation and any civil actions that may be available.

Banville: What legal options are open to victims in South Carolina?

Moore: Victims can participate in the criminal case against the accused, but they also have the right to file a civil lawsuit. This can be against the individual perpetrator and, in some cases, the institution that employed or supervised them, if there’s evidence of negligence or failure to protect the child.

Banville: Are there specific protections or support services for victims during this process?

Moore: Yes, South Carolina has victim advocacy programs that offer counseling, legal assistance, and support throughout the process. Courts also take steps to protect minors’ identities and well-being during proceedings.

Banville: What advice would you give families considering legal action?

Moore: Don’t wait to seek help. Early legal guidance can preserve evidence, protect the victim’s rights, and help families understand all their options. It’s important to remember that the law is there to support and protect victims.
