Fairfax County, VA – A former teacher in Fairfax County and Loudoun County is facing 14 charges related to child sex abuse materials (CSAM), with authorities investigating his alleged involvement in an inappropriate relationship with a Fairfax County minor. William Riddell, 40, was arrested in Kansas in late March 2024 and is set to be extradited to Virginia to face the charges.

Former Loudoun and Fairfax Teacher Facing Child Porn Charges

The Fairfax County Police Department (FCPD) stated that they found electronic evidence of CSAM tied back to Riddell. The former teacher has been accused of possessing and producing child sexual abuse material.

Music Teacher Accused of Alleged Inappropriate Relationship with Fairfax County Minor

While no charges have been filed yet regarding the alleged inappropriate relationship with a Fairfax County minor, FCPD officials said the investigation is ongoing. Riddell previously worked as a music teacher and part-time substitute teacher in Loudoun County Public Schools between 2008 and 2013. In 2012, he also served as a paid Booster clinician at Chantilly High School, though he was not officially employed by Fairfax County Public Schools.

Potential for More Victims of Child Abuse by Riddell

Once Riddell is in FCPD custody, he will be formally charged with one count of possession of child pornography, first offense, one count of reproduction of child pornography, first offense, nine counts of possession of child pornography, second offense, and three counts of reproduction of child pornography, second offense. Detectives believe there may be more victims, and they are urging anyone with information to contact the FCPD at 703-246-7800 or submit an anonymous tip to Crime Solvers at 1-866-411-8477.

With a wealth of experience in representing survivors of sexual abuse, Biniazan shares his expertise on the legal rights and options available to victims, as well as strategies for holding negligent schools accountable. Gain valuable insights as we delve into the complex legal landscape and explore avenues for securing justice and rightful compensation for survivors.

Laurence Banville, Esq. (LB): Thank you for joining us, Kevin. As an experienced Virginia sex abuse lawyer, can you elaborate on the legal rights available for those who have been sexually abused at a high school and how to hold negligent schools accountable?

Kevin Biniazan, Esq. (KB): Thank you for having me, Laurence. In cases like this, where a teacher is accused of inappropriate conduct with a student, the school can be held liable for negligence if they fail to vet the employee properly, provide adequate supervision, or respond appropriately to any reported concerns.

LB: What are some of the legal options available for victims in a situation like this?

KB: Victims may be able to pursue civil claims against the school district for negligence and the individual perpetrator for the abuse. These can include compensation for damages such as medical expenses, therapy, lost wages, and pain and suffering. Additionally, in some cases, criminal charges may be brought against the abuser.

LB: And what advice would you give to victims or their families who are considering taking legal action?

KB: My advice would be to act quickly, as there are often strict time limits for filing these types of claims. It’s also important to work with an experienced attorney who specializes in sexual abuse cases and can navigate the complex legal system to ensure your rights are protected and you receive the justice and compensation you deserve.
