Lancaster, PA – A Lancaster County church youth leader is facing serious charges after police say he engaged in sexual activity with a teenager he met through church events.

Accused Youth Leader Met Victim Through Church Program

According to investigators, Kelvin Daniel Perez, 20, of Martic Township, was serving as a youth leader at Victory Church in East Lampeter Township when he began communicating with a 16-year-old girl earlier this year. Charging documents state Perez gained her trust between January and April, sending her messages, compliments, and asking to meet outside of church.

Sexual Misconduct Described in Affidavit

The girl told police Perez would drive near her home, convincing her to leave without her parents’ knowledge so he could meet her in his vehicle. On at least one occasion, police say Perez entered the basement of her home while her parents were away and engaged in sexual activity there. Northern Lancaster County Regional Police opened an investigation in April after the teenager reported the incidents.

Legal Proceedings Underway

Perez was charged on Aug. 5 with one count of corruption of minors. He is scheduled for a preliminary hearing and arraignment on Sept. 23, according to court records. He is currently not in custody and does not have an attorney listed on his docket. A representative from Victory Church said the organization could not comment on the ongoing case.

Legal Options for Families After Child Abuse by a Youth Pastor

Families confronted with cases of child abuse by trusted church leaders often find themselves searching for answers while dealing with shock and grief. To better understand what legal remedies exist in Pennsylvania, experienced sexual abuse lawyer Guy D’Andrea explained both the criminal process and the civil avenues available to hold abusers and institutions accountable.

Laurence Banville, Esq.: When cases like this come forward, what options do families and victims of abuse by church youth leaders have under Pennsylvania law?

Guy D’Andrea, Esq.: Victims have both criminal and civil avenues. On the criminal side, the district attorney prosecutes offenders like Perez for charges such as corruption of minors. But beyond that, victims may file civil lawsuits against the abuser directly and, in some cases, against the church or organization if it failed to properly supervise or screen the individual.

Banville: Can a victim take action even while the criminal case is still pending?

D’Andrea: Yes, a civil case can move forward independently. Victims and their families should know that civil lawsuits allow them to seek compensation for the harm suffered, including emotional trauma, therapy costs, and long-term impacts. Importantly, these cases can also hold institutions accountable to prevent similar misconduct. The deadlines to file suit vary, so acting quickly to understand options is important.

Banville: And what would you say to families who may feel uncertain about coming forward?

D’Andrea: They are not alone. These cases are incredibly difficult, but reaching out to an experienced attorney can help families understand the steps available to protect their rights and begin the healing process. Speaking with a lawyer is confidential, and no family should feel pressured—they deserve support and clarity during such a painful time.
